Because they don't want the little people to share in any of the riches!  rolling-laugh

 

I mean think about it.  Over the past 6 weeks I've bought a total of $30 worth of scratch off tickets.  I've collected $51 in winnings.  Why the Georgia Lottery is litterally giving me money!  banana
